कोई भी व्यक्ति राज्य के किसी भी कार्यकलापों से सम्बन्धित अप्रकाशित शासकीय अभिलेखों से व्युत्पन्न कोई भी साक्ष्य देने के लिए अनुजात न किया जाएगा, सिवाय सम्पृक्त विभाग के प्रमुख अधिकारी की अनुज्ञा के जो ऐसी अनुज्ञा देगा या उसे विधारित करेगा, जैसा करना वह ठीक समझे ।
